Rôle d'évaluation foncière (Québec)
In-depth entryby Gouvernement du Québec — Ministère des Affaires municipales et de l'Habitation · Data service · also known as Rôles d'évaluation foncière du Québec, Québec municipal assessment rolls, Unités d'évaluation foncière
Québec's municipal property assessment rolls: per-unit values and building attributes published by municipalities and as open data by the MAMH
Overview
The rôle d'évaluation foncière is the inventory of all immovables in a Québec municipality, assessed on a common basis and date under the Act respecting municipal taxation, and it anchors municipal and school property taxes. Rolls are prepared by municipal or regional assessors following the Manuel d'évaluation foncière du Québec and revised on a three-year cycle. Each unit of assessment carries land and building values, lot and floor areas, construction year, number of dwellings and a use code (CUBF). Municipalities must make their roll consultable, usually through a web lookup by address, matricule or lot number, and many, including Montréal and Québec City, publish extracts on open-data portals. The Ministère des Affaires municipales et de l'Habitation publishes the full set of rolls on Données Québec as XML files per municipality plus geo-referenced layers, under a Creative Commons Attribution licence, with owner names, addresses and cadastre numbers redacted and re-identification prohibited. Values are assessment-date estimates, not market prices, so they need adjustment for appraisal use.
Capabilities
- Per-unit land, building and total assessed values
- Building attributes: areas, year built, dwelling count, use code
- Province-wide open-data extracts in XML and GIS formats
- Municipal web lookups by address, matricule or lot
- Triennial roll cycle with median proportion statistics
Typical workflows
- Join the open roll to cadastral geometry for hedonic modelling
- Pull a unit's assessed value and attributes as inputs to a comparable analysis
Strengths
- Complete coverage of every taxable unit
- Open-data access to attributes for the whole province
- Standardised structure defined by the provincial manual
Limitations
- Owner names, addresses and cadastre numbers are redacted in the open files
- Values reflect the roll's reference date, not current market
- Municipal lookups are designed for single-address queries
Prerequisites
- GIS or XML tooling to process the open extracts
Who it is for
- Appraisers and real estate analysts
- Municipal finance staff
- Urban and housing researchers
Alternatives & comparison
The land register records legal transactions and prices per lot for a fee; the assessment roll gives valuation and physical attributes for every unit, largely as open data. Données Québec is the portal hosting the provincial roll extracts; Statistics Canada offers aggregate housing statistics rather than unit-level records.
