Overview

OpenAI Codex is OpenAI's family of coding-agent surfaces. The core is Codex CLI, an open-source (Apache-2.0) program written in Rust that runs in the terminal, inspects a repository, edits files and executes commands under a configurable sandbox and approval policy. Around it sit an IDE extension for VS Code, Cursor and Windsurf, a desktop app launched with codex app, and Codex Cloud, which runs tasks in hosted containers from chatgpt.com. Documentation moved in 2026 from developers.openai.com/codex to learn.chatgpt.com, where Codex is presented as part of the ChatGPT product.

Features documented for the CLI include /init to create an AGENTS.md instruction file, /permissions to set when the agent may edit or run without asking, codex mcp to add local or remote MCP servers, /review for change review, codex resume, subagents, image inputs, web search, plugins and skills, and codex exec for non-interactive use in scripts and CI. Installation is a shell installer, npm package, Homebrew cask or Windows installer, for macOS (Apple Silicon and Intel), Linux and Windows. Authentication is normally "Sign in with ChatGPT" on Plus, Pro, Business, Edu or Enterprise plans; API-key use is possible with extra setup. The open license applies to the CLI; the models, cloud agent and IDE extension remain hosted, proprietary services.

Editorial note on uncertainty. The product marketing page openai.com/codex returns 403 to automated clients and the docs site redirected to a ChatGPT-branded domain during verification; plan eligibility is taken from the GitHub README. No pricing_url is recorded because the plan page could not be loaded.

Capabilities

  • Terminal agent that edits files and runs commands under sandbox and approval policies
  • AGENTS.md project instructions and `/permissions` controls
  • MCP server integration via `codex mcp`
  • `codex exec` for scripts and CI, `codex resume` for sessions
  • IDE extension for VS Code, Cursor and Windsurf, plus desktop app
  • Codex Cloud for hosted, parallel tasks from ChatGPT

Typical workflows

  1. Fix a failing test suite from the terminal with approvals on each command
  2. Delegate several independent tasks to Codex Cloud and review the resulting PRs
  3. Run `codex exec` in CI to generate release notes or review diffs

Strengths

  • CLI source is open under Apache-2.0
  • Included in ChatGPT paid plans, so no separate API billing for individuals
  • Same agent available in terminal, IDE, desktop and cloud

Limitations

  • Models and cloud agent are hosted and proprietary
  • Documentation location has changed several times, breaking older links
  • Requires a paid ChatGPT plan or API key

Prerequisites

  • ChatGPT Plus/Pro/Business/Edu/Enterprise plan or an OpenAI API key
  • macOS, Linux or Windows; Node.js or Homebrew optional for installation

Who it is for

  • Developers who want a terminal-first coding agent
  • Teams already on ChatGPT Business or Enterprise
